    What saddens me is that all these large drains at one point in time were rivers or streams.

    i think there should be a policy that ensures that who ever is caught littering,would be made to pay an on the spot fine, and the experts can think of mechanisms to ensure the funds generated really go to the government. you know like Singapore
    .

    • Indeed we would all love that. But the fact of the matter is that until our institutions get stronger it will be difficult to imagine effective implementation of such a policy, Technically we have a sanitation court but people still behave the same way. So sad but true my sister.
